The Board of Commissioners emphasizes a focus on transparency - live streaming meetings, website updates, a communication plan, use of social media - while ensuring all discussions are publicly held unless restricted by law. In 2017, we saw an increase in staff time consumed to issue public information requests. Specifically, the Clerk's Office received an “anonymous” and vague inquiry for an individual's emails over a two-year period.
An electronic mail message or “email chain” consists of a digitally created, transmitted, and stored message and any attached digital documents both to and from the sender. State and local governments use email for a variety of tasks such as sending and receiving internal and external correspondence, distributing memos, circulating drafts, disseminating directives, transferring official documents, and supporting various business processes of the organization. Because of the amount of data that had to be reviewed, this particular public information request resulted in over 100 hours of cumulative staff and consultant time.
