Capital Improvement Planning is essential to ensuring the town has the equipment and infrastructure necessary to serve its citizens. A Capital Improvement Plan is developed as a long term plan, usually between 4 or 5 years. The plan identifies your large scale project and equipment needs and then provides an anticipated schedule for completing them. Most importantly, the plan identifies funding options for reasonably implementing the plan. While the plan is designed to be long term, it should be adjusted on an annual basis due to expected or unexpected financial circumstances (such as COVID-19) that develop over the course of a year.
Waxhaw now has a population of 25,570 people, representing over a 100% increase in population from 2010. While this type of population increase naturally leads to an ever-growing demand for increased services and operating expenses, it has more than anything shown that the town is lagging in keeping up with capital needs. Town operations have grown out of many of its current buildings as service demands have increased. Existing park infrastructure has not been repaired as often as it should. Smaller-scale transportation and pedestrian projects require completion. The Capital Improvement Budget focuses on the town's expanding operational demands and provides a long-term plan for funding Waxhaw's numerous capital project needs, which will serve our populace decades into the future.
